Melt the butter in a large skillet over medium heat. Add carrots, honey, garlic, salt and pepper. Pour water, cover and bring to a boil. Cook for 4 minutes.
Remove the lid and continue cooking, stirring often, until the carrots are tender, 10 to 15 minutes.
