In a large bowl, combine the rolled oats, flour, salt, and pepper. Add the diced butter and thoroughly rub all ingredients together until a crumbly mixture forms. Then, pour in the milk and knead into an elastic dough.
Fold the grated cheese into the dough, distributing it evenly throughout the mixture.
Preheat the oven to 220°C. Line a baking sheet with greased parchment paper. Roll out the dough into a rectangle about 4 mm thick and cut it into 1 cm wide strips. Carefully transfer the strips to the prepared baking sheet and bake in the preheated oven for 10–15 minutes until golden brown. Russian or Dutch cheese would be ideal for this recipe.
