Cut the beef into serving pieces, season with salt, and sear until golden brown. Transfer the meat to a saucepan, add pepper, bay leaf, and finely chopped onion. Pour in enough water to cover the meat by two fingers, and simmer for 1 hour.
After braising, remove the meat, strain the sauce, and return the meat to the saucepan. Add the breadcrumbs, grated gingerbread, citric acid, honey, and raisins. Continue to braise until fully cooked, until the meat is very soft and tender.
