Begin by preparing the ingredients: thoroughly rinse the rice under running water. Thaw the seafood and carefully drain any excess liquid. Peel and wash the onion, carrots, and celery root. The green peas can be used frozen; there's no need to thaw them.
Place the rinsed rice into a saucepan. Pour in two cups of water, add half a teaspoon of salt, and place over medium heat. Once the water comes to a boil, reduce the heat to its lowest setting, cover the saucepan with a lid, and cook the rice for 15 minutes until done.
Meanwhile, dice the celeriac and carrots into small cubes. Finely chop the onion.
Heat the vegetable oil in a deep skillet. Add the chopped carrots, onions, and celery root. Sauté the vegetables over medium heat for 5 minutes, stirring constantly to ensure even browning.
Add the frozen green peas to the sautéed vegetables. Reduce the heat, stir, and cook the vegetables for another 5 minutes, covered, until the peas are heated through and tender.
Carefully arrange the thawed seafood over the vegetables in the pan. Cover and simmer for another 3 minutes, allowing the seafood to cook through and absorb the vegetable flavors.
Now, add the cooked rice to the pan. Season with salt and pepper to taste, then flavor the dish with fragrant nutmeg.
Thoroughly mix all the contents of the pan, ensuring the rice, vegetables, and seafood are evenly combined. Cook for another 3 minutes, allowing all the flavors to meld harmoniously.
