Preheat oven to 325 degrees F (165 degrees C). Grease a 9x13-inch baking pan.
Sift the flour and baking powder into a small bowl.
Beat the sugar, 1/4 cup margarine, and the egg in a large bowl with an electric mixer until smooth. Add the flour mixture in two batches, alternating with the milk, mixing the dough briefly after each addition to combine. Pour into prepared dishes.
Bring the water to a boil in a saucepan. Stir in brown sugar, remaining 1/4 cup margarine, and vanilla. Return to the boil and cook for 2 minutes. Pour the sauce over the dough.
Bake in the preheated oven until the center is set, about 45 minutes.
