Mix flour, baking powder, sugar and salt in a bowl.
Cut in the butter until the mixture is crumbly. Add the milk and mix until it forms a dough thick enough to be scooped up with a spoon. Let the dough rest for 3 to 5 minutes.
Spoon the batter into boiling stew or soup. Cover with a lid and simmer, without lifting the lid, for 15 minutes. Serve.
