Butter a 10x15 inch roll pan.
Melt the butter in a heavy skillet over medium heat. Add sugar and water, then bring to a boil. Add the almonds and cook, stirring constantly, until the nuts are toasted and the sugar is golden. Pour the mixture into the prepared form; do not spread.
Immediately sprinkle the chocolate chips over the hot sugar mixture. Spread the chocolate over the surface when it melts. Allow to cool completely before breaking into pieces.
