Preheat the oven to 200°C. Peel the potatoes and carrots and cut into slices as thin as possible. Peel the sweet peppers and cut into thin strips.
Grease a deep baking dish with butter (this will take about half the butter). Beat eggs with paprika, black pepper and salt until smooth. Continuing to beat, add cream.
Place the vegetables in the prepared pan in layers, coating with the egg-cream mixture. When the vegetables are gone, pour in the remaining egg mixture. Place the remaining thinly sliced butter on top.
Cover the pan with foil, place in the lower third of the oven, and bake for 30 minutes. Remove the foil and continue baking until golden brown, about 10 minutes more. Serve the casserole hot or cold.
