In a large bowl, lightly whisk room temperature eggs with sugar and salt. Add milk and gradually add flour, stirring the mixture thoroughly. Knead a soft, elastic dough. Cover the bowl with plastic wrap and let the dough rest for half an hour.
Pinching off small pieces of dough, roll them directly in your palms into the shape of flagella, about 1 cm thick. The length of the flagella can vary from 4 to 7 cm. Place the formed flagella on a floured surface so they do not stick together.
In a deep skillet, heat vegetable oil to boiling. Fry the flagella in small batches in deep fat until golden brown. Do not forget to stir so that the frying is even. Transfer the finished flagella with a slotted spoon to a sieve to get rid of excess oil.
Prepare the nuts: coarsely chop the almonds with a wide-bladed knife on a cutting board, being careful to avoid creating fine dust. Toast the almonds in a dry skillet for 3–4 minutes, stirring constantly, until the nuts are golden brown and fragrant.
In a small saucepan, combine honey, sugar, and 50–70 ml of water. Bring the mixture to a boil over medium heat, stirring constantly. Cook the syrup until a drop placed on a cold surface stops spreading and holds its shape.
In a wide bowl, mix the fried dough strips with the almonds, leaving a small portion of the nuts for the final sprinkling. Pour the syrup over the mixture and mix thoroughly so that each strip is evenly coated with syrup. Transfer the chak-chak to a serving dish, wet your hands with cold water, and shape the dessert into a cone. Sprinkle the cone with the remaining nuts for decoration.
