Prepare all ingredients: thoroughly wash and pat dry the fish, sift the flour for aeration, rinse the arugula and cucumber.
Prepare a brine by dissolving 1.5 tablespoons of salt in 1 liter of water. If you have a whole fish fillet, carefully cut it into 4 equal pieces. Submerge the fish in the brine and leave it for 1 hour. Afterward, thoroughly pat the fish dry with a paper towel to remove excess moisture, then sprinkle with black pepper.
Whisk the egg with a fork in a deep bowl. Pour the flour onto a wide, flat plate, and the cornmeal onto another. Heat the frying oil to the desired temperature.
Dredge each piece of fish first in flour, then in egg, and finally in cornmeal, ensuring a thorough coating. Immediately place the breaded fish into the hot oil and fry until golden brown and crispy. Remove the fish with a slotted spoon and transfer it to a plate lined with a paper towel to absorb excess oil.
Heat a dry, clean skillet. Slice the burger buns in half lengthwise and toast them in the skillet until lightly golden and crispy on the cut sides.
