Prepare all ingredients: thoroughly wash the cabbage, removing any damaged leaves. Rinse the tomatoes and parsley, then pat them dry. Peel the onion and carrots.
Shred the cabbage into thin strips. Grate the carrots on a coarse grater. Separate the parsley leaves from the stems and chop them finely.
Dice the onion and tomatoes into neat cubes, 6-7 mm on each side.
Heat a skillet over high heat, then add the vegetable oil. Once the oil is hot, reduce the heat to medium and add the onion. Stir in the paprika and turmeric. Sauté, stirring occasionally, for 2-3 minutes until the onion turns golden.
Add the carrots to the onion. Sauté the vegetables, stirring occasionally, for 4-5 minutes until the carrots are tender.
Add the shredded cabbage to the pan with the sautéed vegetables. Sauté everything together for 3-4 minutes, stirring constantly, until the cabbage begins to turn a light golden color. Reduce the heat to low, cover the pan, and simmer the cabbage for 8-10 minutes.
Add diced tomatoes, bay leaf, and peppercorns to the cabbage. Mix thoroughly and heat everything together for 5-7 minutes. Stir in salt and ground black pepper, then mix well again.
Cover the vegetables again and simmer for 15-20 minutes until the cabbage is fully cooked, stirring occasionally. Before serving, sprinkle the cabbage with chopped parsley, stir, and remove the pan from the heat.
Serve the fragrant braised cabbage with tomatoes, garnished with fresh radish slices and chopped green onions for brightness and freshness.
