Begin by preparing the ingredients: thoroughly rinse and pat dry the beef with paper towels. Wash the onion, tomato, and bell pepper, then peel the vegetables. Boil water and prepare a frying pan for subsequent cooking.
Cut the beef pulp into medium-sized pieces so that they stew evenly and retain their juiciness.
Slice the onion into thin feathers, and julienne the bell pepper into small strips. These cutting styles will help the vegetables release their aroma and flavor during the stewing process.
Pour vegetable oil into a deep frying pan and place it over medium heat, allowing the oil to heat thoroughly.
Place the chopped onion in a preheated pan. Sauté it, stirring constantly, for 5-7 minutes until golden brown and tender.
Add the bell pepper to the fried onions. Stir and continue frying for another 5 minutes until the pepper softens and releases its aroma.
