Boil water. Add the peeled and chopped potatoes. Cook until par-boiled.
Toast the pasta in a dry pan. Pour into the pot with the potatoes.
Pour oil into a frying pan. Sauté the chopped onion and grated carrots in the heated pan until softened. Transfer everything to a saucepan.
