Prepare cabbage leaves for cabbage rolls. Chop the onion and carrot.
Fry the vegetables in vegetable oil until ready and divide into two parts. Use one part for the filling. In the second part, add salt (1 tbsp.), sugar (1 tbsp.), ground pepper and tomato sauce or ketchup.
Fry the vegetables and tomato a little, add water (2-3 glasses) and boil the tomato sauce.
Mix pre-cooked rice, minced meat and fried vegetables. Salt and pepper the minced meat for cabbage rolls and mix.
Twist the cabbage rolls with meat and rice. Put the cabbage rolls in a pan and pour tomato sauce over them.
Cook cabbage rolls over low heat for about 1 hour.
