Gather all the necessary ingredients: thoroughly wash and peel the potatoes, garlic, and onion. Sift the flour to aerate it. Thaw the minced meat in advance. Prepare a small saucepan for boiling the potatoes and a frying pan for sautéing.
Dice the peeled potatoes into medium-sized cubes to ensure even cooking.
Place the sliced potatoes in a pot and cover completely with water. Add ¼ teaspoon of salt and place the pot over medium heat. Boil the potatoes for approximately 20 minutes after the water comes to a boil, until fully cooked.
Once the potatoes are cooked, drain the water and mash them thoroughly. Allow the prepared mashed potatoes to cool completely to room temperature.
Beat the chicken egg into the cooled mashed potatoes. Add 1 pinch of ground black pepper and sifted flour. Mix all ingredients thoroughly until a homogeneous mass is obtained.
Finely chop the onion. Press the garlic through a garlic press to get an aromatic garlic paste.
Heat 1 tablespoon of vegetable oil in a pan. Sauté the finely chopped onion and minced garlic for 3 minutes over medium heat, stirring constantly, until golden brown.
Add the ground meat to the pan with the sautéed onions and garlic. Season the meat with ¼ teaspoon of salt and 1 pinch of black ground pepper. Cook the ground meat with the vegetables for another 10-15 minutes, breaking up any clumps of meat occasionally, until fully cooked.
Take a portion of the potato dough and flatten it into a patty in your palm. Place 1-2 tablespoons of the prepared filling in the center of the patty. Carefully wrap the mashed potato around the filling, shaping it into a neat cutlet.
Roll each formed cutlet in breadcrumbs on all sides to create a crispy crust.
Heat the remaining vegetable oil in a pan. Fry the cutlets over medium heat for 3-4 minutes on each side until golden and crispy.
Serve the aromatic potato patties with a vegetable salad, dressed with vegetable oil or sour cream, for an ideal combination of flavors.
