Thoroughly wash the potatoes and carrots, then boil them in their skins until fully cooked. Drain the vegetables in a colander and allow them to cool slightly. Afterward, peel them and grate them on a coarse grater.
Break the bread into small pieces and soak them in milk. Squeeze the bread thoroughly. Rinse the fish, pat it dry, and blend it into a puree. Mix the fish puree with the soaked bread.
Peel and finely chop the onion, then sauté it in a small amount of vegetable oil for 2 minutes. Combine the sautéed onion with the grated potatoes and carrots. Divide the resulting vegetable mixture into 2 equal portions.
Arrange the first layer of vegetables in the baking dish. Evenly spread the fish forcemeat over them, then cover with the remaining vegetables.
Preheat the oven to 350°F. Brush the top of the casserole with a lightly beaten egg. Cover the dish with aluminum foil and bake. Seven minutes before it's done, remove the foil so the casserole can develop an appetizing golden crust.
